both are innocent, people who do injustice, corruption and all bad things in society and people who suffer and tolerate all this, what they do is just follow culture. what really needs to be changed is culture around. and to change culture we don't have kind of as such movements now . In Maharashtra (being maharastrian so the example) there is rich tradition of movements but now there is no one to look upon in state. at national level its long gap since mahtama.( i personally feel Rajiv Gandhi one who initiated movement for technology advancement and did efforts for the days we are in now)
